Gareth Davies
Gareth Davies is KAN Consulting's Global Managing Partner. He brings more than 30 years of experience helping governments strengthen fiscal management, finance development, improve public-sector performance and create an enabling environment for investment, trade and private-sector growth.
An eleven-time USAID Chief of Party and former Deloitte Managing Director, he has advised ministries of finance, planning and economy, central banks, revenue and customs administrations, public investment institutions and state-owned enterprises across the Middle East, South and Central Asia, Southeast Asia and the Caucasus.
His assignments span Egypt, Jordan, Iraq, Afghanistan, Pakistan, Kazakhstan, Kyrgyzstan, Tajikistan, Georgia, Azerbaijan and the Philippines, leading programmes from approximately US$13 million to more than US$220 million.

Career highlights
- Led a US$45 million government-wide public financial management and economic governance programme in Jordan, supporting structural reforms under the IMF Extended Fund Facility.
- Supported the establishment of the Sovereign Fund of Egypt and strengthened public investment management with Egypt's Ministry of Planning and Economic Development.
- Supported implementation of Kazakhstan's Oil Fund as part of wider fiscal and institutional reform.
- Modernised tax and customs administrations in several countries and played a key role in reforms linked to the Afghanistan–Pakistan Transit Trade Agreement.
- Began his career with Revenue Canada in customs enforcement, commercial valuation, audit and investigations.
